
On July 9, 2026, the press conference for the 18th China (Beijing) International Construction Machinery, Building Material Machines and Mining Machines Exhibition (BICES 2027) was held in Beijing. At the event, Li Jianyou, Chairman of the Supervisory Board of China Construction Machinery Association (CCMA) and Deputy Director of the CCMA Expert Committee, delivered a keynote address titled "Integrating Green and Intelligent Technologies to Drive Industrial Upgrading and Advance Low-Carbon Development." The following are the highlights of his remarks:

Amid the vitality of midsummer, we gather in Beijing today for the BICES 2027 Press Conference, officially launching all preparatory work for the exhibition. On behalf of the organizers, I would like to extend my sincere appreciation to government authorities at all levels, enterprises across the industrial chain, industry experts, end users, and media friends who have long supported the development of BICES and contributed to the transformation and upgrading of the construction machinery industry.
As a premier construction machinery exhibition based in Beijing, serving the whole of China and connecting the global industry, BICES has consistently evolved in line with national industrial policies and industry development trends. In 2023, it took the lead in establishing a dedicated Green and Low-Carbon Exhibition Area, which was further expanded in both scale and exhibits in 2025. Building on this foundation, the upgraded BICES 2027 will closely align with the objectives of the Dual Carbon strategy, new industrialization, and the development of new quality productive forces, with a strong focus on the integrated development of green and intelligent technologies. It will serve as a comprehensive industry platform integrating policy interpretation, technology showcase, business matchmaking, and standards collaboration.
The construction machinery industry is now at a pivotal stage where green transformation, digital innovation, and global competition are converging. Green and low-carbon development is no longer an optional direction for the industry—it has become a fundamental requirement for achieving high-quality development.
From the policy perspective, China continues to tighten emission regulations for non-road mobile machinery, with the China IV emission standard now fully implemented and the formulation of the China V standard accelerating. Green mines, environmentally friendly construction sites, and inland ports are introducing stricter entry requirements for low-carbon equipment, while the phase-out of outdated machinery with high energy consumption and emissions is gathering pace.
From the market perspective, fluctuations in fuel prices and rising environmental compliance and maintenance costs are driving construction enterprises to improve efficiency and reduce operating costs. At the same time, green equipment is benefiting from preferential financing policies and advantages in public procurement and bidding, further stimulating demand for equipment replacement.
From the industry perspective, technologies such as clean-energy power systems, energy-efficient hydraulic systems, and component remanufacturing have become increasingly mature. The industry has established four major development pathways: equipment electrification, energy-efficient machinery, low-carbon manufacturing, and the recycling and remanufacturing of end-of-life equipment.
Meanwhile, the industry's transformation has entered a new stage. Electrification alone is no longer sufficient to support long-term development. The deep integration of green and intelligent technologies has become a key driver for fostering new quality productive forces. Emerging technologies—including digital twins, artificial intelligence (AI), 5G cluster control, photovoltaic-storage-charging integrated systems, and hydrogen-powered solutions—are being rapidly deployed, while smart mines and unmanned construction sites are entering large-scale application. At the same time, international demand for low-carbon and intelligent integrated equipment continues to grow, and Chinese construction machinery manufacturers are evolving from exporting individual products to delivering technologies, standards, and integrated solutions to global markets.
At the same time, we must also objectively recognize the challenges facing the industry. Collaboration on green technologies across the industrial chain remains insufficient, the cost of digital transformation is still high for many small and medium-sized enterprises, the commercialization of cutting-edge low-carbon technologies continues to face bottlenecks, and standards for carbon accounting and intelligent equipment remain incomplete. The industry urgently needs a high-level platform to integrate resources and build consensus, and BICES 2027 is well positioned to serve as an important platform for addressing these challenges and promoting coordinated industrial transformation.
BICES 2027 will deliver four core values to the industry:
First, establishing unified evaluation standards for green and intelligent equipment. BICES 2027 will bring together industry associations, standards research institutes, leading enterprises and professional testing organizations to develop and release industry association standards for low-carbon and intelligent construction machinery. These standards will cover energy consumption, exhaust emissions, intelligent safety and carbon accounting, providing enterprises with clear guidance for technological upgrading, avoiding inefficient investment caused by uncoordinated R&D, and promoting the overall standardization of the industry.
Second, accelerating the replacement of outdated, high-energy-consuming equipment and strengthening the foundation for green development. The exhibition will work closely with government authorities responsible for housing and urban-rural development, mining, and ecological and environmental protection to interpret policies on equipment replacement subsidies and industry improvement initiatives. It will also showcase a wide range of low-noise and zero-emission construction machinery, promoting equipment renewal in transportation, infrastructure, mining and port applications, reducing construction-related emissions, and contributing to the Beautiful China Initiative.
Third, promoting cost-effective green and intelligent equipment to reduce operating costs for enterprises. The exhibition will feature lightweight electric equipment, energy-efficient machinery and energy storage solutions tailored to the needs of small and medium-sized contractors. Dedicated technical exchange activities will also be organized to compare the full life-cycle operating costs of conventional and next-generation equipment, helping enterprises effectively reduce fuel, maintenance and environmental compliance costs.
Fourth, showcasing China's independently developed green and intelligent technologies to enhance the industry's global competitiveness. BICES 2027 will present China's latest innovations in lithium battery technologies, hydrogen-powered equipment, autonomous construction systems and component remanufacturing. Leveraging its extensive international visitor resources, the exhibition will facilitate connections with overseas buyers, promote the global expansion of Chinese low-carbon and intelligent equipment as well as integrated solutions, and further strengthen the international influence and competitiveness of China's construction machinery industry.
Green development defines the foundation for the industry's high-quality growth, while intelligence serves as the key driver for improving productivity and operational efficiency. The deep integration of green and intelligent technologies has become an irreversible trend in the development of the construction machinery industry. Moving forward, the Organizing Committee will coordinate resources across the industry and steadily advance exhibition planning, exhibitor recruitment, professional visitor promotion and concurrent forum organization, striving to make BICES 2027 a high-standard, highly professional and results-oriented benchmark exhibition for the global construction machinery industry.
We firmly believe that, with the joint efforts of the entire industry, BICES 2027 will help remove barriers to the commercialization of green and intelligent technologies, foster a more collaborative innovation ecosystem across the industrial chain, and inject strong momentum into the sustainable, high-quality development of the construction machinery industry.
